Since there are 4 nations and four elements when one Avatar dies the next one is born in the nation of the next element in the cycle. This cycle is also the order in which they are supposed to master all the elements with their own nations element first.

The Avatar Cycle follows the cycles of the seasonal order of Earths climate as each element represents a season. By tradition a new Avatar will travel the world to learn all four bending arts after which they will begin in earnest their role as global peacekeeper. When an Avatar dies the next Avatar will be born into the next nation in the Avatar Cycle.
